
CMI Projects
Consensus Management (as a subsidiary of the Seareach Corporation) works include community consensus work for redevelopment and public works projects. It became apparent in our Seareach consulting work that it was no longer good policy to just deliver a consulting report. Instead we conceived of a process whereby the client, a government agency, municipality, or a private corporation needed to buy into both the process and the solution, thus through a SR-CMI Community Consensus Process - where the client takes ultimate respomsibility for the project outcome.

EMDC Navy Base Closing Project Downeast Maine (EMDC, Maine)
​This project has included a series of Community Focus Groups to ascertain community input into development ideas; demographic, economic and market analyses of selected alternatives for redevelopment; and negotiations with commercial/industrial/institutional R&D concerns, vocational schools, and housing concerns- for the reuse of Navy Base facilities. This effort is an attempt to replace as much as $ 40 million/yr. in primary/secondary income to these Base communities.

​o Boundary Dispute between the US and Canada over the George’s Bank Fishing Grounds (NMFS, US State Department)
Seareach-CMI was instrumental in the preparation of the Memorial and Counter-Memorial Arguments for the Boundary Dispute with Canada over George's Bank Fishing Grounds. George’s Bank is a natural marine resource that produces over $ 60 million a year in scallop harvesting for both the US and Canada. The World Court, with the assistance of the US State Department, saved the Georges Bank area for US fishermen.

o Denver Metropolitan Area - 201- 208 Water Quality, Wastewater Facilities Plan for Metropolitan Denver (Denver DRCOG)
In conjunction with the Denver Regional Council of Governments and CH2M Hill Engineers, Mr. Campbell, then of Resource Planning Associates, served as project manager for this Water Quality Project. Mr. Campbell worked for several years in defining a Water Quality Management Plan for the Denver Regional area. DRCOG 201/208 was one of the earlier EPA Water Quality Management Projects , serving as a model for other water resource regions.

o Ipswich, Massachusetts School Reform Plan for a “Partners in Quality Education Plan" for all Ipswich Public Schools.
This PIQE plan involved working with the Ipswich School Administrators over a year-period of time to determine a School Reform Plan for the School District. Included in this plan were: a reading to grade-level plan; a consensus set of Vision, Mission, and Goals; a Student Management Plan for Discipline; and a brainstorming session to assess key action items over three years. As a result of this plan, the Ipswich School District was awarded the “Blue Ribbon School District of the Year” for 1991.
