Water Resource, Water Quality Management

​

o COUNTY of SAN DIEGO, CALIFORNIA- INTEGRATED REGIONAL ENVIRONMENTAL MANAGEMENT PLAN- (San Diego County, State of California, Ford Foundation) 

 

Mr. Campbell served as project manager for the County of San Diego, $ 4 million Ford Foundation IREM Project to map the County’s natural resources; prepare protection and development plans; and to create an educational program on the Natural and Cultural Resources of San Diego County for the County’s Public Schools. Topics included: Pacific coast and lagoon resources; vegetation and wildlife; water resources; fire resources; geologic structures and earthquake risk zones; and cultural resources. San Diego County saving of the San Elijo Lagoon served as a model for saving all of California's lagoons through Prop 11.

o BUCKEYE PIPELINE FEASIBILITY STUDY AND IMPLEMENTATION/EIS PLAN (Buckeye Pipeline CO, US Army Corps Engineers)   

                                                                                      For the Buckeye Pipeline Company of New York – Mr. Campbell, with Arthur D. Little & Co. and the US Army Corps of Engineers, prepared an Environmental Impact Assessment, Safety Study, Feasibility Study and Hazardous Waste Response Plan for a 275-mile pipeline from Raritan Bay, New York Harbor to Allentown, Pennsylvania. The Buckeye Pipeline Project served as an example for other pipeline projects, being constructed in 1 1/2 years.

o RESERVE MINING COMPANY- TAILINGS BASIN FEASIBILITY STUDY- (Reserve Mining Co, Minnesota EPA)

​

Together with the Arthur D Little Company, Mr. Campbell prepared an Environmental Impact Study and Implementation Plan for constructing a tailings basin and disposal plan for 76,000 tons of taconite tailings/day, taking away disposal options of disposing into Lake Superior, to a tailings basin 7 miles upgrade of the Reserve Mining plant. This study had significant implications for the steel industry’s survival on Lake Superior, as the tailings included reported amphibole/asbestos material leading to increased cancer rates in downstream Duluth, and as to increased costs for the steelmaking industry in the Great Lakes region in general. The Reserve Mining Project was one of the earliest and most controversial projects in the USEPA history.

o DENVER COLORADO 201/208 WASTEWATER TREATMENT/WATERC QUALITY MANAGEMENT PLAN   (Denver Council Government, CH2M Hill). 

​

Together with Resource Planning Associates of Massachusetts and CH2M Hill Engineers, Mr. Campbell prepared a 201/208 water-quality management/wastewater treatment plan for the 4-county Denver Regional Council of Governments.

o USEPA IMPLEMENTATION PLAN for the ADOPTION OF the CLEAN WATER ACT AMENDMENTS of 1972

(USEPA, Washington, CH2M Hill Engineers)                                                                                          

Together with Development Sciences of Cape Cod, Massachusetts. Mr. Campbell prepared a series of recommendations on the implementation of the Clean Water Act Amendments of 1972 in the expenditure of $4.4 billion per year in meeting national water quality zero-discharge goals by 1980. This project served as the foundation for the USEPA strategy on 201.208 Wastewater Facility, Water Quality Management Plans.

Regional Planning, Economic Development
 

o EASTERN MAINE DEVELOPMENT CORPORATION, STATE of MAINE- REDEVELOPMENT PLAN FOR State of Maine DOWN-EAST NAVY BASES  (EMDC, State of Maine Planning; Maguire Engineers)                                                                                                                          Seareach-CMI conducted a Feasibility Study and Implementation Plan for the Redevelopment of Winter Harbor, Schoodic Point, and Cutler Navy Bases with Maguire Group and ASZ Corporation. This project included a series of Community Focus Groups to ascertain community input into redevelopment ideas; demographic, economic and market analyses of selected alternatives for redevelopment; and negotiations with commercial/industrial/institutional R&D concerns, vocational schools, and housing concerns for the reuse of Navy Base facilities. This effort is an attempt to replace as much as $40 million/yr.in primary/secondary income to these Base communities.

o DELEGATION FROM CHENGDU CHINA, SICHUAN PROVINCE  (Sichuan Province China, Accenture Planning)

​

Together with the investor from the Near East Development Corporation of the Sichuan Province and a private manufacturer from Chengdu, Seareach-CMI undertook a feasibility study of a mixed-use. SMART CITY development for housing, commercial office, high tech laboratory space, R&D labs, and retail for a technology development hub in the Chengdu Industrial Park.

o DELEGATION FROM CHUNG BUC PROVINCE, SOUTH KOREA- (Chung-Buc Province, China)

                                                                                Together with the Chung Buc Province and a high-tech private developer and the Arthur D Little Company of Boston, Seareach-CMI jointly investigated the feasibility of developing a $ 1 billion Green Bio-Medical City and related facilities.

o TOWN WALDOBORO, MAINE -   CULINARY ARTS FACILITY   (Town of Waldoboro, Maine; Coastal EnterprIses Inc.)                                                                                           

Seareach-CMI conducted a market analysis, business plan through a series of interactive sessions with the Town residents and officials for the Redevelopment of the AD Gray School for the purpose of creating a Culinary Arts Center for Mid Coast Maine and the community.

o STATE of MASSACHUSETTS, DEPARTMENT OF FOOD and AGRICULTURE, and CITY of BOSTON -BOSTON PUBLIC MARKET (Boston Public Market Association)                                                                                                                                    

Seareach-CMI conducted a feasibility study, funding, and implementation plan for a Boston Public Market in downtown Boston. Seareach-CMI was able to achieve several foundation grants for interim-funding of the Public Market for the Boston Public Market Board. Together with the Board, Seareach-CMI helped to secure $ 25 million bond from the State Legislature and arrange for a financial and operational support from the Trustees of Reservation for the implementation of the Public Market in Boston's Haymarket, Parcel 7, Central Artery location

o KANEV CORPORATION, BOSTON SHIPYARD WATERFRONT REDEVELOPMENT- (Kanev Corporation; Boston Shipyard Corp.)                                                                                                                         For the Boston Shipyard Corporation Seareach-CMI conducted a market analysis and implementation plan for the residential redevelopment of the Boston Shipyard. Plans included the establishment of a 75-slip recreational boat marina on a waterfront location for residential and private use. This project was later implemented by Kanev Corporation in conjunction with the use of the port facility as a staging area for the Boston Harbor Wastewater Facility in Chelsea. MA.

o FIDELITY MANAGEMENT, MASSPORT AUTHORITY - WATER TRANSPORTATION PLAN  (Fidelity Corp; MASSPORT Authority)                                                                                                                         

Seareach-CMI conducted a feasibility study of ferry terminal, hovercraft and dedicated water ferry passenger transportation, mixed-use facility for BOSCOM, Fidelity Management Real Estate Development Department. The ferry would serve as a combined transport facility for a proposed high-tech BOSCON facility as well as for passenger traffic from Logan Airport. A high-speed displacement vessel ferry service alternative that presently serves in Halifax- Dartmouth Nova Scotia, Canada was investigated for use in this situation.

o PORT of PORTSMOUTH, NEW HAMPSHIRE, STATE of NEW HAMPSHIRE-  REDEVELOPMENT PLAN

(Port Autahority State of New Hampshire; Temple Barker, Sloan Management)                                                                                               

Seareach-CMI together with Temple, Barker, Sloan/Mercer Management of Massachusetts investigated the feasibility of the redevelopment of the Port of Portsmouth, New Hampshire for cargo uses, the fishing industry and recreational boating for the Port of Portsmouth, New Hampshire.The NH Port Authority added a second berthing facility for RoRo port uses and staging of Offshore wind terminals.​

o CITY of NEWBURYPORT, NEWBURYPORT WATERFRONT REDEVELOPMENT PLAN- 

(Newburyport Redevelopment Authority; Kimball Chase Engineers)                                                                                                         

Seareach-CMI, together with Kimball Chase Engineers prepared a redevelopment plan for the historic Newburyport waterfront area including a firehouse redevelopment in the waterfront area as a combined arts facility. bistro, performing arts center and the redevelopment of the commercial piers and public waterfront walkway for public use to counteract a preservation of 7 historic ‘ways to the sea’ in the waterfront area. This plan was accomplished through a series of interaction sessions with the general public to reach a consensus on the proposed development.

o TOWN of MARBLEHEAD, MASS HARBOR MASTERPLAN- (Town of Marblehead Planning Department; Kimball Chase Engineers)

​​​

Together with the Kimball Chase Engineers, Seareach-CMI conducted a series of public sessions around the preparation of a Masterplan for the redevelopment of Marblehead Harbor and its public facilities. Plans included a general fishing facility for offloading harvest, a general boating and marina facility, and a potential dredging of the Riverhead Beach facility for public boating use and the expanded use of the Hood Yachts recreational boating facility and marina.

o TOWN of ROCKPORT, MASS- ECONOMIC DEVELOPMENT PLAN(Town of Rockport; Cape Ann Economics)                                                                       

​​

Seareach-CMI together with Cape Ann Economics prepared through a series of public vision sessions, prepared a series of economic development recommendations for the Town of Rockport, Mass. Recommendations ranged from the extended use of at-home businesses to the selection of a Town manager, to the more creative use of the Rockport marina and mooring facilities.

Fisheries Development, Marketing

o CONTINENTAL ORGANICS-                                                                                                                                 Seareach-CMI recently worked with Continental Organics (aquaponics producer of 200,000 pounds of fresh tilapia fillets/yr. and $ 6 million of fresh vegetable produce in the Newburg, New York area). Continental Organics hired Seareach-CMI to investigate a site for expanding the Australis Company's Aquaculture facility in western Massachusetts, as an aquaponics operation in the growing of 2,000 MT/yr. of barramundi fish species and greens in a western Massachusetts location.

o US STATE DEPARTMENT- BOUNDARY DISPUTE OVER GEORGE’s BANK FISHING GROUNDS                                                                                                          Seareach-CMI was instrumental in the preparation of the Memorial and Counter-Memorial Arguments for the Boundary Dispute with Canada over George's Bank Fishing Grounds. George’s Bank is a natural marine resource that produces over$60 million a year in scallop harvesting for both the US and Canada. Seareach-CMI spent over a two-year period (with Cambridge Systematics and Woods Hole Oceanographic, NOAA), through several contracts with the US State Department in preparing both the Memorial and Counter-Memorial Argument for the World Court.

o PELICAN SEAFOOD-     MARKETING PLAN                                                                                                         Pelican Seafood called on Seareach-CMI to determine a marketing strategy for Pelican Seafoods, a $ 55 million primary production facility for salmon, halibut, Dungeness crab, and king crab products from the Pacific northwest. Seareach-CMI served as a ‘marketing agent’ over a several year period in the establishment of a fresh salmon and prepared food market into the US foodservice and retail marketplace.

o NATIONAL MARINE FISHERIES SERVICE-  SURVEY ON UNDERUTILIZED SPECIES USE IN FOODSERVICE INBDUSTRY                                                                                  Mr.Campbellorganizedanationwidesurveyefforttodocumentthestatisticsand experience usingfinfishspeciesintheUSFoodserviceIndustry.Majorrestaurantuserswereinterviewedby the Seareach project team in an effort to ascertain overall use of both traditional and underutilized finfish products with various major foodservice users. Results were presented at the National Restaurant Show in Chicago.

o INDEPENDENT SEAFOOD PRODUCERS OF NEWFOUNDLAND AND CANADA-                                                                                                                             Seareach-CMI served as a subsidiary of Seamark in the analysis of fresh and frozen seafood products into the Atlantic Northeast states. Seareach also analyzed the harvesting and processing capabilities of the Independent Fish Producers of Newfoundland and Labrador for the Seamark Corporation, to enter into the US marketplace. The resulting volume of imports of Codfish, Haddock, Atlantic salmon, and related shellfish species for Seamark was around 5,000-6,000 MT/year, or$ 40-48 million per year into the Northeast marketplace.

o JAIL ISLAND SALMON-                                                                                                                                           Jail Island Salmon brought on Seareach-CMI to analyze the sale of its 1,000 MT/yr.in-water, cage Atlantic salmon aquaculture facility to an Atlantic seafood company. As one of the first in-water, pen aquaculture for Atlantic salmon in the Maritimes, Jail Island needed to know how it could possibly expand its production in cage-produced salmon species in an effort to maximize the sale of its fish farm to a prospective seafood customer.

o ISLAND METAL FABRICATORS/PRINCE EDWARD ISLAND

 

Seareach conducted a market analysis of the use of fish processing equipment and waterfront facility offloading equipment throughout the Atlantic coast to capitalize on the expansion of the North Atlantic fishery through the expansion related to the 200 Mile Limit.

Mr. Campbell formed Focus Groups in a ‘Community Vision Process’ to ascertain the various interests of Town personnel in converting the AD Gray School Building into a ‘Prepared Foods Center’ for the community. Seareach-CMI then conducted a market analysis to determine the costs and benefits from such an entity, with the project team then preparing a business plan to determine the feasibility of developing the ‘Prepared Foods Center’.

o City of Boston, Mass. Dept. Agriculture- Feasibility Study, Funding Plan for a Boston Public Market, Downtown Boston. (Boston Public Market Association)

 

Seareach-CMI was retained by the City of Boston and the Massachusetts Department of Food and Agriculture, in conjunction with the Boston Public Market Association to plan a market for fresh fruits, vegetables, prepared-food and fresh seafood from local growers and farmers in the Massachusetts region.
